Tenders for joint Public Utilities Board (PUB) and National Environment Agency (NEA) project worth S$5 billion ($3.7 billion) were unveiled at Singapore International Water Week 2018, and covered by local business and water titles. The Straits Times reported that biogas, solar power, and energy generated by incinerators will make the facility completely energy self-sufficient. Bloomberg reported that Sembcorp and Keppel are running the rule over Tuaspring Desal Plant, the largest in southeast Asia, and YTL Power International is also eyeing a potential purchase – among eight interested parties. The asset has a book value of S$1.47 billion ($1.1 billion). At stakeholder meetings held on 19 and 20 July 2018, the company detailed 1.5 million m3/d of owned seawater reverse osmosis capacity, including plants at SingSpring, Tuaspring, Souk Tleta, Magtaa, Tianjin Dagang, and Quarayyat. Carlsbad Desalination Plant hit the headlines a er one of its owners, Stonepeak Infrastructure Partners, reportedly hired a firm to advise it on a potential sale. The story was reported by Bloomberg, which referred to unnamed sources. Caller Times reported that City of Corpus Christi and San Patricio Municipal Water District issued an RfI on alternative water sources including desal. Meanwhile, Seven Seas Water proposed a 10 million gallons a day (37,854 m3/d) seawater desalination plant, priced at $150 million, to supply the City and the municipality. This unique project is Singapore's first attempt to exploit the potential synergies of water, energy, and waste, by integrating treatment processes for used water and solid waste. The pioneering effort is likely to become a reference project for utilities worldwide. Tuas Water Reclamation Plant, at 800,000 m3/d, is to be the largest membrane bioreactor facility on the planet. The sale of assets is central to Hyflux's reorganisation, in which it will seek to address S$2.95 billion of liabilities. Other projects whose book value was detailed at the stakeholder meetings include Tianjin Dagang (S$219 million), Qurayyat (S$374 million), and TuasOne (S$717 million). The Claude "Bud" Lewis Carlsbad Desalination Plant, named a er Carlsbad's former mayor, is a landmark public- private partnership (PPP) project for the desalination global industry, and is underpinned by a 30-year water purchase agreement with San Diego County Water. Any change of ownership would mark a significant moment in the plant's story. The City of Corpus Christi and the Port of Corpus Christi are keen to build resilience into their water supply, particularly following periods of drought which have previously held back economic activity in the region. However, they want not to own and operate a desalination plant, offering an opportunity for desalination suppliers.
