Environmental reviews, public hearings, and lawsuits related to desalination projects in California typically take years. San Luis Obispo County and local Cambria officials announced the water-plant project in May 2014, signing a US$ 13 million loan for the project. Customers will bear part of the cost through rate increases. Authorities have allowed the water district to obtain some permits as construction progressed and others will be allowed after the plant is in operation. A group of Cambria citizens sued the water district in October last year, saying authorities improperly skipped over environmental safeguards. State Coastal Commission officials warned the water district in July that the plant raised significant policy concerns. CalifORnian waTER diSTRiCT baCkS TalkS OvER nEw dESalinaTiOn PROJECT Orange County Water District in California, has voted 9-1 in favour of entering into formal negotiations with Poseidon Water to secure the single largest source of new water in Orange County from a proposed seawater desalination project in Huntington Beach, California. The district's independent financial consultant, Clean Energy Capital, evaluated the proposed Huntington Beach project and issued a final report substantiating Poseidon's project cost estimates and identifying additional public-private partnership scenarios that could lower the cost of financing and constructing the plant. The Huntingdon Beach plant is designed to produce 6.9 billion litres of fresh water annually. It is awaiting discretionary permit approval from the California Coastal Commission to proceed with construction. A hearing before the coastal commission is anticipated later this year and construction is expected to begin in 2016. TExaS CiTy advanCES REuSE PlanS The Texas city of Weatherford is proceeding with plans to reuse treated wastewater that would save the city significant sums of money according to the Weatherford utility board. Weatherford has appointed consulting firm, Freese and Nichols, to complete a study for the proposed reuse programme. Freese and Nichols' Tom Gooch said once established, the programme will enable the city to consume less water from Tarrant Regional Water District and help maintain Weatherford Lake's minimum level – a utility board requirement. "Really, the only difference [is] rather than building a pump station on the creek, you'd build a pump station at the treatment plant," Gooch said, adding that the functions of both are essentially the same.
