Secured via competitive bidding, Royal HaskoningDHV's proposal drew on experienced personnel and resources, and a track record of having completed most of the country's desalination and effluent-reuse plants. These include desalination installations at Plettenberg Bay, Knysna, Sedgefield and Mossel Bay. Effluent-reuse plants have been completed for George and Mossel Bay Municipalities and designed for Nelson Mandela Bay Metro and the Overstrand Municipality. HunTingTOn BEaCH COunCillORS OPPOSE dESalinaTiOn Plan … The City of Huntington Beach in California voted on 6 May 2013 to allow council members to individually send letters to the California Coastal Commission (CCC) opposing the coastal development permit (CDP) for a seawater desalination plant which the previous council had approved in 2010. Poseidon Resources, which recently began construction work on the Carlsbad seawater desalination plant, proposes to build a similar 50 MGD (189,000 m³/d) reverse-osmosis plant in Huntington Beach. The opposition was raised by Mayor Connie Boardman, following three hours of public testimony about the project. She said that the CCC was likely to consider the CDP around July 2013 and that, as the council membership had changed, she wanted to give the current council an opportunity to express its opinion regarding the proposed plant. Boardman clarified that her objection was not about desalination in general, but just about the specific project. … afTER waTER COST ESTimaTE PuBliSHEd Poseidon Resources estimates the cost of drinking water produced at its proposed 189,000 m3/d Huntington Beach facility in southern California to be US$ 1,424/acre-ft (US$ 1.15/m3) in January 2013 dollars. in BRiEf ____ For more details, visit www.desalination.biz __ The Municipal Water District of Orange County (MWDOC) quoted the water price at the end of January, when it released Poseidon Resources' draft Water Reliability Agreement Term Sheet that outlines the parameters for negotiating the potential purchase of drinking water. The figure does not include delivery or conveyance costs, which Poseidon estimates at US$ 94-138/acre-foot (US$ 0.07-0.11/m3). It also presupposes a subsidy of US$ 250/acre-ft (US$ 0.20/m3) from the Metropolitan Water District of Southern California. The draft term sheet was distributed by Poseidon with a sample letter of intent, which provides a framework for future negotiations and discussions with Poseidon, as well as a technical report developed by Richard Brady & Associates outlining water delivery alternatives and related distribution costs. MWDOC and 20 retail water providers are evaluating the potential of purchasing water from the Poseidon facility in a continued effort to enhance water supply reliability within Orange County. QingdaO dESalinaTiOn PlanT STaRTS COmmERCial OPERaTiOn Spanish company Abengoa has begun commercial operations at the 100,000 m3/d desalination plant in Qingdao in Shandong province, the second largest commercial port in northern China. The seawater reverse-osmosis plant is designed with ultrafiltration pretreatment and a centralized pumping system. Thanks to this technology, the treated water has one of the lowest levels of turbidity. The plant, which has a new system for remineralizing desalinated water, can also operate at extreme temperatures and is highly energy efficient. The company, which began constructing the plant in 2010, will be responsible for operating and maintaining it for 25 years. During this time it forecasts revenues in excess of € 750 million from the sale of water and a further € 25 million from technical support operations. Abengoa says that the project, which cost € 135 million, is the first Chinese desalination project carried out using a project finance structure totally financed by local Chinese banks. It will increase Abengoa's installed water desalination capacity to nearly 1.1 million m3/d. audiT SlamS adElaidE COST/BEnEfiT The awarding of two federal grants totalling Aus$ 328 million (US$ 333 million) for the Adelaide Desalination Plant in South Australia has been heavily criticised in report published on 7 May 2013 by the Australian National Audit Office. The decision to double the plant's size ignored a finding by Infrastructure Australia, an independent advisory group set up to assess projects based on cost and benefits, that the project was not supported by robust cost-benefit analysis and, in any event, the benefit cost ratio calculated for the project was too low, such that it did not offer a net economic benefit. JunE STaRT fOR flORida RO Construction is due to start in June 2013 on the second reverse-osmosis water treatment plant for City of Clearwater, Florida, following a groundbreaking ceremony on 6 May 2013. The new desalination facility will treat up to 6.25 MGD (23,650 m³/d) of brackish water. dESalinaTiOn fOR S auSTRalian TOwn South Australia's water minister, Ian Hunter, announced on 1 May 2013 that a brackish-water desalination plant to deliver improved water quality to the town of Hawker, in the Flinders Ranges 100km north of Port Augusta, had been approved for construction. A final report to the state House of Assembly on the same day said that the reverse-osmosis plant would provide 500 m³/d with a target salinity of <600 mg/L.
