Tom Lambert, general manager
Streetworks, Balfour Bea y Services
In the 26 years I have been involved with the
management of streetworks, I have seen a great
deal of change. The demand for infrastructure is
forever growing. Each project requires works in
the public highway to deliver the essen al u lity
services today's society relies upon.
As an industry, we now comply with over thirty
pieces of legisla on and regula on, codes of
prac ce, guidance documents and best prac ce/
opera onal documents in order to be fully
compliant when it comes to tasks such as ground
works, laying or maintaining apparatus.
It was es mated by the Na onal Joint U li es
Group (NJUG) that in 2014/15 some 1.5 million
works were undertaken over 6 million days,
causing disrup on to journeys on the highways
network.
The me is right for us to grasp the shi ing sands
of regula on and legisla on and work together
to remove obstacles to allow the industry to
progress, eliminate unnecessary cost, improve
overall quality and deliver the world class
infrastructure Britain needs post-Brexit.

Anita Solanki, head of streetworks policy,
Kier Group
"We have to challenge ourselves as an
industry to look at how we can be more
innova ve and how we can work together
more collabora vely."
David Latham, joint chair, Highways
Authority and U li es Commi ee (England)
"With increasing demands both on our
service and highway network it is important
that u li es and authori es work together
to enable delivery of the necessary
infrastructure right first me whilst
minimising the disrup on caused.
To do so will o en involve thinking outside
the box for the best possible solu on."
Elizabeth Draper, senior regulatory specialist,
Openreach
"In order to deliver the services the Bri sh
public need at the pace they expect we
need greater consistency and improved
collabora on. Streetworks legisla on has
progressed far beyond its original inten on
and it's an increasingly complex landscape
to navigate."
