The editor The Water and Irrigation Ministry of Jordan has said that it expects the fi rst phase of the project, worth $100 million, to begin construction in Q1 2018, and to complete by 2021. The project proposes pumping seawater 230 metres uphill through Jordan's Arabah Valley. When fully built out, it will be such a big draw on Jordan's power grid that a new nuclear power plant is being planned. "Five candidates have demonstrated compliance with the prequalifi cation requirements, and have been selected to participate in submitting defi nitive bids for the development of the Red Sea-Dead Sea phase one project on a BOT basis." However, the project is facing a degree of opposition from Orange County's Municipal Water District. Some of its board members voted in February not to make a resolution to help sell the water that it will produce. In February 2017, SWCC signed a memorandum of understanding with Hyfl ux to deliver three seawater reverse osmosis plants, in Duba, Wajh and Haql.
