Abu Dhabi, Dubai and Sharjah have their own agencies, while Ajman, Fujairah, Ras al-Kmaimah, and Umm al-Quwain are generally supplied by the Federal Electricity and Water Authority (FEWA). One of the first water projects in UAE that it is proposed be constructed independently of a power plant, the 45 million imperial gallons per day (205,000 m3/d) SWRO plant in Umm al-Quwain, procured by FEWA, is expected to issue a request for proposals this month. It will be the first desalination project to be federally procured in UAE, and among the first to be entirely privately financed. Until now, most public-private partnerships in UAE have been majority state-owned. Thermal transition UAE is looking to a solar future UAE is heavily reliant on energy-intensive distillation for desalinating water, but the country is beginning to transition to more modern technology. While the region's economies are still reliant on oil, they are looking particularly at solar as an alternative energy source. In August, Dubai Electricity and Water Authority (DEWA) unveiled details of an AED16.3 million ($4.4 million) advisory services contract award that concerns 40 million gallons a day (182,000 m3/d) of additional desalination capacity at Jebel Ali power and desalination plant. DEWA is retrofitting existing plants with photovoltaic solar panels, and wants to connect the existing multi-stage flash distillation facilities to centralised solar supplies, including the Mohammed bin Rashid Al Maktoum solar park. Dubai produces 470 million gallons a day (2.1 million m3/d) of desalinated water, of which 6 per cent is through reverse osmosis. The executive vice chair and managing director of Utico, UAE's largest full service private utility, has unveiled plans to invest $185 million to more than double its desalination capacity in the next two years. As part of this, Utico will build a 24 million gallons a day desalina- tion plant in Ras Al Kaimah, in a project costing $196 million. The joint venture with Spanish company Grupo Cobra, named Al Hamra Water Company, is 60 per cent owned by Utico. The company will also upgrade two existing plants, adding 10 million gallons a day of desalinated water, for an investment of $68 million. Jebel Ali power and desalination plant, the largest in the UAE, produces 2.1 million m3/d.
