30 ALLIANCES 2016 FLO, BMB and CVB are the three consortia that will help build London's £4.2bn super sewer. The three JVs are mobilising their teams to start work, with construction due to start next year and completion scheduled for 2023. Construction is split into three packages. Central is the project for FLO (Ferrovial Agroman and Laing O'Rourke Construction); West is the responsibility for BMB [BAM Nuttall, Morgan Sindall and Balfour Beatty); and East, which has gone to CVB (Costain, Vinci Construction Grands Projets and Bachy Soletanche). Gary Wells, Laing O'Rourke Infrastructure managing director, said: "Working together with Ferrovial Agroman with whom we have built a successful partnership, we are delighted to be playing our part in the transformation of the River Thames. Delivering a modern-day sewerage system for London is a major feat of engineering and a task that our teams look forward to embarking on." Stephen Fox, BAM Nuttall chief executive, said: "BAM Nuttall has a rich heritage of delivering complex civil engineering projects and as a business we are renowned for our expertise in the delivery of tunnels." The Tideway Tunnel will stem the flows from the 34 'combined sewer overflows' (CSOs) identified by the Environment Agency as the most polluting. The project will connect up with the Lee Tunnel to take wastewater otherwise destined for the river to Beckton sewage works. The project is one of the largest that the UK water sector has seen for decades. It will be developed and financed by Bazalgette Tunnel, a consortium of investors led by Allianz, Amber Infrastructure Group, Dalmore Capital Limited and DIF. Bazalgette is licensed by regulator Ofwat.
