Water. desalination + reuse December 2018 The Quarterly 5 INDIA Suez International seeks to halt work order on Nemmeli project Madras High Court has ordered Chennai Metropolitan Water Supply and Sewerage Board not to issue a work order for its proposed Nemmeli desalination plant, following a petition from bidder Suez International. Suez argued that it was the only qualifi ed bidder, and requested that bids not be opened until its claim was settled. However, when the plea was heard on 25 September 2018, bids had already been opened in line with the tender schedule, and the lowest identifi ed. The court ordered Chennai Metrowater not to issue a work order until the case brought by Suez was closed. Two other bidders, a joint venture of Cobra Instalaciones Y Servicios of Spain, and Tecton Engineering and Construction, and Acciona Aqua, are also potentially classed as qualifi ed. The tender for a 150,000 m3/d plant was issued in November 2016, and the deadline pushed back seven times, as bidders queried the terms. UNITED ARAB EMIRATES FEWA awards three-plant contract to Mubadala The United Arab Emirates ' Federal Energy and Water Authority (FEWA) handed a contract to build three desalination plants to MDC Power Holding Co., owned by Abu Dhabi 's Mubadala Investment Co. They will be constructed in Northern emirates Ras Al Khaimah, Umm Al Quwain, and Fujairah. The total capacity is 135 million imperial gallons a day (614,000 m3/d). The works are in two phases, the fi rst scheduled to complete by 2021. FEWA earlier planned to triple capacity at Ghalilah desalination plant in Ras al Khaimah, and received 14 requests for qualifi cation for a project in Umm Al Quwain. "The timing and sizing of the facilities have been determined based on optimal technical solution and commercial attractiveness," said FEWA director general Mohammad Saleh. UNITED ARAB EMIRATES Seven bidders line up for Abu Dhabi mega-project Abu Dhabi Department of Energy unveiled the seven consortia bidding for Taweela desal mega-project. The lowest was Acwa Power at $0.49 a cube. The authority, into which Abu Dhabi Water & Electricity Authority (ADWEA) was folded in March, is evaluating bids from seven consortia. They are Acwa Power; Suez International Power SA Dubai Branch (Engie), with Marubeni Corp; Sumitomo Corp, with Veolia Middle East; Valoriza Agua, with Utico FZC and IDB Infrastructure Fund II; Cobra Instalaciones y Servicios, with Orascom Construction; Acciona Agua, with Pal Group; and Suez International, with Sojitz Corporation and NV Besix SA. The project is for reverse osmosis capacity of 200 million imperial gallons a day (909,000 m3/d) at Taweela power and water complex. $0.49 per cube OMAN Inge wins fi rst big order to supply seawater desalination plant in Oman Inge has won a contract to supply ultrafi ltration (UF) solutions to Sharqiyah desalination project in Oman, in a change to the original specifi cation. The German company, which specialises in UF technology, won the order a er its product performance persuaded project contractor Doosan Heavy Industries and Construction to switch. "Although not specifi ed in the original tender, the system integrator Doosan ultimately decided to use UF instead of conventional methods such as sand fi lters because they were so impressed," an Inge statement said. The order covers 12T-Rack 3.0 racks equipped with more than 1,400 dizzer XL 0.9 MB 80 WT format UF modules, to be deployed as a pre-treatment to the reverse osmosis. The deal is the fi rst big collaboration between Inge and Doosan, and is Inge's fi rst contract to supply a large-scale seawater desalination plant in Oman. BAHRAIN Acwa Power preferred bidder on Al Dur 2 Bahrain 's Electricity and Water Authority has named a consortium led by Acwa Power as preferred bidder for Al Dur 2 independent water and power project. The project is an engineering, procurement and construction contract for a plant of 1,500 MW gas-fi red power and 50 million imperial gallons a day (227,305 m3/d) of seawater reverse osmosis. Two groups reportedly bid for the project in Manama, Bahrain 's capital city. The cost is pegged at $1.5 billion, and the completion date set for Q4 2020. ISRAEL Israel issues tender for Sorek 2 Israel issued a tender for Sorek 2 desalination plant. The project is to design, build, and fi nance a 200 million m3/year facility, and to operate it for 25 years. Seven groups lined up to bid, and two will be selected to move forward, to be announced in November 2018. The two rival bidders will be expected to arrange fi nancing, and then to participate in a best and fi nal off er (BAFO) stage. The European Investment Bank reportedly intends to provide €200 million in capital for project. The tender was issued by Yitzik Marmelstein, head of energy and water and public-private projects (PPPs) at the Ministry of Finance. 200m m3/y 614,000 m3/d
