ALLIANCES 2019 5 A collaborative organisation of consultants and contractors working together to deliver more than half of Anglian Water's capital investment programme, the @one Alliance is designing and building around 800 schemes worth approximately £1.2 billion during the 2015-2020 AMP6 period. The alliance consists of Anglian Water Asset Delivery, Balfour Beatty, Barhale, MMB, Sweco, Skanska and Stantec. Work includes designing and constructing water and wastewater treatment plants and maintaining and improving the water mains and the sewerage network in the Anglian region. Works are allocated to partners within the alliance based on a 'Best for Task' philosophy, which avoids competitive tendering for individual schemes and promotes an open and transparent discussion between all parties. The partners support this approach by reviewing resources, capability and capacity regularly, engaging early with projects and by signing up to the delivery strategy. Terry Muckian, director of water and operational delivery at Skanska and part of the @one Alliance, told an audience at Utility Week Live earlier this year that the 15-year length of the alliance contract means there is a great deal of commitment from the partners, but that it was good for people development and skills in the workforce. "We want to attract the best people to work for our organisations, and people want to work in a collaborative environment, not an adversarial one," said Muckian. Skanska employees who are part of the @one Alliance have the highest job satisfaction scores of any in the wider company, he pointed out. The risk-sharing element of alliancing meant that it was oŒen 'win-win', but if on occasion it was 'lose-lose' then the partners could accept this, and the important thing is that all the partners are in it together and that no one partner is winning at another's expense, he concluded. Dale Evans, the director of @one Alliance, said in an August 2018 update that the performance over the first three years of the AMP period has been extremely positive. "Our track record so far in AMP6 provides a great platform for our transition into AMP7," said Evans. "Over the next two years, we need to maintain this performance and take the opportunity to get up to speed and ready for AMP7. This includes continuing to deliver on time and recovering the recent decline in our overall efficiency position. It's clear that AMP7 will present some exciting and interesting challenges. It will certainly be a larger programme. We are starting our preparation now and will use the next two years to really set out our stall for a strong start to AMP7." Anglian has recently appointed a new director for the @one Alliance: former Kier Managing Director Paul Fletcher. He takes over from Evans, who is leaving Anglian to take up a consultancy role, in January. One significant alliance project set for AMP7 is the Grantham Resilience Pipeline, a 55km pipeline from Lincoln to Grantham which forms a central ingredient of Anglian Water's Water Resource Management Plan and will help keep water moving around the catchment area in times of need. The design of the pipeline, which includes an interconnected network of pumping stations, has recently been completed and aerial digital technology was extensively used to map the pipeline route.
