Water. desalination + reuse March 2018 The Quarterly 5 SINGAPORE PUB issues RfPs in water technology research Singapore's national water agency PUB has issued requests for proposals (RfPs) in three fi elds of water technology research, with a budget totalling SGD 30 million ($23 million). The aim is "to develop several promising technologies and to demonstrate their commercial viability," said Harry Seah, PUB assistant chief executive (future systems and technology). The RfPs cover energy effi ciency in water treatment and water reuse processes, water effi ciency in industry, and operational effi ciency through smart technology. The funding for individual awards is capped at SGD2.5 million ($1.9 million) over three years. PUB is seeking proposals from companies capable of bringing their technology to market, and joint submissions from institutes of higher learning, or research institutes, in collaboration with an industrial partner with potential to accelerate the commercialisation. The closing date is 13 March 2018. The RfPs form part of Singapore National Research Foundation's Research, Innovation and Enterprise (RIE) 2020 Plan, under the Competitive Research Programme (Water). The foundation has committed SGD 670 million ($507 million) to water research for the period 2006 to 2020, with the aim of fostering leading-edge technologies and creating a vibrant research community. PALESTINE Six submit tenders for Palestine desal project The Palestinian Water Authority has received six tenders, including designs, for a desalination plant in at Khan Younis, southern Gaza Strip. The desalination project includes the plant, and an associated distribution network and pumping stations. The total cost of the scheme is reportedly $600 million. Head of the Palestinian Water Authority, Mazen Ghuneim, said: "We are very close, a er an agreement with donors, and a series of meetings to fi nd a mechanism to facilitate entry of materials from the Israeli side, so that there are not obstacles to the work of the station." The project to bring desalination to Gaza, on the eastern coast of the Mediterranean, has faced signifi cant challenges in fi nancing, and securing appropriate construction materials. PHILIPPINES Wabag wins upgrade of La Mesa-2, Manila Wabag Philippines has won a project to retrofi t and upgrade the 900,000 m3/d La Mesa-2 water treatment plant in Manila, Philippines. The contract worth $60 million was awarded by Maynilad Water Services to Wabag and a local joint venture partner. The refurbishment and technical upgrade will occur during continuous operation over the course of the next three years, and is due for completion at the end of 2020. The scope of the project comprises design and engineering, equipment, installation, commissioning, and process proving for a year. Feed water for the plant, which serves fi ve million people, is from Angat River, the largest water source for Manila. The river also feeds La Mesa-1, and Balara water treatment plants. The three plants have four treatment steps: coagulation/fl occulation; sedimentation; fi ltration; and disinfection. The upgrade of La Mesa-2 will enable the plant to handle high raw water turbidity up to 2,000 NTU; will convert the existing, Pulsator pre-treatment technology into lamella clarifi cation; and will modify a single layer sand fi ltration to dual media fi ltration. $507m FOR R&D SAUDI ARABIA SWCC pre- qualifi es nine for Rabigh 3 Saudi Arabia prequalifi ed nine consortia out of 55 submissions for its 600,000 m3/d seawater reverse osmosis desalination plant project, Rabigh 3. They are: ACWA Power; Engie of France; Spain's FCC Aqualia, and Cobra, with local fi rms Nesma, and Haji Abdullah Alireza & Company (HAACO); JGC of Japan; Malakoff of Malaysia; Japan's Marubeni, with Acciona of Spain, and local fi rms Abdullatif Jameel, and Rawafi d Holding; France's Suez, with Saudi fi rm El-Seif Engineering, and Gulf Investment Corp., of Kuwait; Spain's Valoriza; and Veolia of France, with local fi rms Marafi q, Amal al-Khaleej, and Advanced Water. 55 SUBMIT FOR RABIGH 3 OMAN OPWP seeks developer for desal PPP Oman Power and Water Procurement Company (OPWP) issued a request for qualifi cation (RfQ) for developers on a public- private desal project. OPWP wants to add 300,000 m3/d of new capacity at the plant, dubbed Al Ghubrah III, near to the existing Al Ghubra facility, Muscat.
