PROJECTS l Refused to provide updated project costs stating, erroneously, that updated costs would not change the project's feasibility. Poseidon's Scott Maloni told D&WR that the impasse had nothing to do with Poseidon's failure to provide complete and thorough information necessary for the CCC staff to deem its application complete. "Instead it has everything to do with the CCC staff 's preference for an alternative project design, specifically a desalination plant that utilizes an alternative subsurface seawater intake system," Maloni responded. "I hope to work out an agreement on the completeness of our application," said Maloney, "but, if not, we are prepared to exercise our rights as an applicant and 'call the question' again as we did in Carlsbad." LICENSE SOUGHT FOR CHILE SEAWATER DESALINATION PLANT White Mountain Titanium Corporation announced on 26 April 2012 that it has applied for an access license to draw seawater for a planned desalination plant in Chile. The plant will provide both industrial and potable water to the Cerro Blanco mining project and possibly to other users in the region as well. Process and design engineering work is currently underway on the planned desalination plant, which, together with the access license, will be incorporated into the final project engineering design and environmental impact statement for submittal to the Chilean mining authorities. MBR/RO DRIVE PEPSICO REUSE PLANT IN CHILE A membrane bioreactor, reverse osmosis and ultraviolet disinfection are all part of a wastewater treatment and reuse plant upgrade being completed by Siemens Industry Automation Division for PepsiCo in Chile. As part of a wastewater treatment plant upgrade, the snack-food manufacturing facility in Santiago is increasing its wastewater treatment capacity by 20% and incorporating environmentally beneficial technologies. The Siemens system will lower fresh water consumption by up to 70%. It is expected to become operational in April 2012. The installation is part of a corporate initiative to help standardize water reuse at PepsiCo facilities throughout South America. RO TREATMENT PLANT FOR THAI RESORT A Baht 300 million (US$ 9.75 million) reverse-osmosis (RO) wastewater treatment system is being planned for the coastal resort of Phuket, Thailand. According to local press reports on 26 April 2012, the Phuket Municipality agreed to provide 800 m2 to ITR Water Solution Co Ltd of Bangkok. The land was granted under a build-operate-transfer agreement, if the project gets approval. of land for the RO plant The plant would treat wastewater from an adjacent treatment plant to produce 15,000-20,000 m3 municipality, say the reports. DEWA DEFERS HASSYAN PROJECT INDEFINITELY of high-quality water for the plant (IPP), which would have had a 450,000 m3 DEWA says it reduced wastage in its electricity network in 2011 to 3.49% compared with 6.28% in 2001. It is also developing solar power which will enter service in 2013. DEWA had invited 18 selected developers to participate in the Hassyan I IPP bidding. power and desalination plants with a total capacity of 9 GW of power and 3.2 million m3 component, until further notice. Hassyan was originally planned as a complex of independent /d of water. IRAN 'STARTING US$ 1 BILLION DESALINATION PROJECT' Media in Azerbaijan and Turkey reported on 9 April 2012 that Iran had begun a US$ 1 billion desalination project in Mazandaran province. Quoting Iranian TV, the reports ascribed project responsibility to the Islamic Revolutionary Guards Corps and said the water would be used to solve drinking-water problems in Qom and Siman provinces. ZERO PURCHASE FOR MELBOURNE DESALINATION WATER NEXT YEAR The government of the Australian state of Victoria has placed its first order for water from the Melbourne desalination plant at Wonthaggi – for zero cubic metres for the next financial year. Water minister Peter Walsh said on 2 April 2012 that Melbourne's water storages were at 64.8%, thanks to good rainfall and water- saving efforts. "Melbourne's dams are holding almost 1.2 million m3 and we are coming into the winter/spring filling season with wet catchments," Walsh said. "It's also clear that the plant will not be fully completed by the original completion date of 30 June 2012." Walsh added that the AquaSure consortium had advised that the plant was not expected to be fully completed and have passed all reliability tests until February 2013, well into the financial year, although the plant will produce water until reliability testing is complete. HITACHI AND HYFLUX IN INDIAN DESALINATION AGREEMENT A co-developer agreement for a seawater desalination project in Gujarat state, India, was announced on 22 March 2012 by a consortium of Hitachi Ltd and Itochu Corporation of Japan with Hyflux Ltd of Singapore. The agreement was signed with Dahej SEZ Ltd, the management company of Dahej Special Economic Zone. The project goal of this is to resolve shortages of industrial water to be supplied to companies setting up operations in the coastal industrial region of Dahej through seawater desalination. Upon completion, the project will be the largest seawater desalination project in Asia, says the consortium. DRILLING STARTS FOR SAWS BRACKISH-WATER DESALINATION San Antonio Water System (SAWS) in Texas, USA, launched work on its 25 MGD (95,000 m3 After endless delays, the Dubai Electricity & Water Authority (DEWA) has finally deferred the Hassyan I independent power system on 27 March 2012. The first task is to drill 13 production wells down 1,500 ft (500 m) into the Wilcox aquifer in southern Bexar County.
