ALLIANCES 2016 25 Thames Water's eight 2 O alliance was formed two years ahead of AMP6 in an early contracting phase (ECI). It was specifically focused on defining a five-year programme overview and to deliver the Year 1 programme "to hit the ground running and track the impact of decisions / solutions on outcomes". The utility said it was always clear that mobilising an alliance of this size was going to be challenging, but the results "so far are encouraging". In July, eight 2 O completed the first major project of AMP6 at Haslemere WTW. The scheme was delivered in less than four months from start to finish, ensured drinking water compliance and, in a break from tradition, was manufactured almost entirely off-site. This enabled the construction period to be reduced to just six weeks and benefitted Joint venture Enisca Browne has two AMP6 contracts with South East Water (SEW) – Non Infrastructure Interme- diate Capital Works and Minor Capital Works. The joint venture's parent companies are J Browne Construction and Northern from a 50% cost saving. The eight 2 O partners alongside Thames Water include two design and build JVs comprising Costain, Atkins, and Skanska, MWH and Balfour Beatty (SMB). MWH is also lead programme control and IBM is the technology innovation partner. eight 2 O has currently has more than 20 major projects mobilised and in construction, ranging range from energy produced Combined Heat & Power plants at several Thames Water operational sites, to major pipelines in the Thames Valley and mains replacement in central London. The alliance will carry out £2-2.5bn of capital investment work during AMP6 with most of this investment has been targeted at schemes that have the greatest impact on key customer outcomes, such as leakage reduction, Irish group Enisca. J Browne Construction is an experienced water utility contractor with an extensive civil engineering capability in London and the South-east, while Enisca is a specialised MEICA service provider with an extensive in-house flooding and energy reduction. By the end of of the first year of AMP6 it is forecasted that more than 50 projects will have commenced and eight2O will have delivered £250M-plus of capital investment. With a key focus on delivering long-term efficiencies through operations the eight2O early engagement strategy – finalised as part of ECI – is now embedding the use of digital design technology in projects as a standard approach. The most significant impact currently is the improved ability to communicate potential designs and solutions to operations, as it enables better knowledge sharing and is a mechanism for essential feedback. Both of the businesses have successfully worked with South East Water through the utility's AMP5 programme. Enisca Brown has secured the AMP6 Non Infrastructure Intermediate Capital Works and Minor Capital Works contracts for South East Water following a rigorous procurement process. It is working closely with the water company to deliver a range of improvements. The Enisca Browne contract also includes the provision of non-infrastruc- ture maintenance services across South East Water's entire region, including Sussex, Kent, Hampshire, Berkshire and Surrey. The joint venture's new contract will run to the end of March 2020,although there is an option to extend for a further ten years.
