Joint ventures BMB (West contract), FLO (Central) and CVB (East contract) are now mobilising their teams to start the work, which is due for completion in 2023. BAM Nuttall is part of the BMB jv along with Morgan Sindall and Balfour Beatty. Stephen Fox, BAM Nuttall's chief executive, said: "We are delighted to have been awarded this prestigious contract during our 150th anniversary year. We look forward to delivering a successful project for Bazelgette Tunnel Ltd, which will bene t Londoners as it will bring life to the River Thames for many years to come." Leo Quinn, chief executive of Balfour Beatty, added: "The award of this unique infrastructure project, which is part of the largest ever undertaken by the UK water industry, is another example of the part we are playing in 21st century engineering. Bazalgette Tunnel will deliver the Thames Tideway project at a lower cost of capital than expected as part of its Ofwat-mandated licence. The 2.497% cost of capital gure was reached following a new approach by the regulator which set the amount through competitive tendering. This market testing of the cost of capital revealed "the e¤ cient cost of managing this project" and has resulted in "signi cant savings". Ofwat chief executive Cathryn Ross said: "Once the tunnel had been con rmed as the best solution to the problem of sewage in the Thames, our job at Ofwat was to work with government and the project to make sure that Thames Water's customers got a fair deal. It is important they have trust and con dence that everything possible is being done to keep costs down and make sure it will be delivered on time with the bene t of a much cleaner Thames." She added: "Going out for competition on the construction and nancing costs of the tunnel has resulted in signi cant savings, and we are keen to explore whether this could work for other big projects in the water sector." The cost of capital also means Thames Water will be able to keep its bills at £370 before in¦ ation until 2020. You What!
