n the changed regulatory environment
of AMP6, water utilities are finding
themselves choosing between a wide
range of potential solutions to meet their
customer-focused outcomes. Where once
the focus was on a clearly defined capital
programme, the relative freedom afforded by the
Totex model means that there is now a veritable
jungle of options to navigate. To find their way
in this sometimes confusing environment,
water companies need partners on board who
are multi-faceted and can enable a number of
approaches rather than being a one-trick pony.
As a consultant and Tier 1 contractor with
a broad range of specialisms and expertise,
MWH is well placed to fulfil this role, and will
be working closely with Thames, Southern,
Anglian, Severn Trent and others over AMP6.
Richard Ratcliff, MWH's Water Sector Director,
acknowledges that the new regulatory landscape
requires some fundamentally different ways of
working.
"Totex is providing a great opportunity
to work more closely with the operations
departments of water companies, and really
understand the root cause of a problem," Ratcliff
tells WWT. "Can you solve it by an operational
intervention before it actually comes to a capital
investment? It's a big change, and what we are
seeing is the supply chain working more closely
with water companies to really understand
their asset base, produce the most holistic Totex
solution and also improve the resilience of that
asset base."
A Totex hierarchy
MWH are promoting what they call a 'Totex
hierarchy' as the preferred decision-making
