In next month's LAWR, Iain Gulland, head of Zero Waste Scotland, argues that the waste sector needs to evolve into a professional utility market, with a regulator akin to an Ofgem. There are many challenges in achieving this, but he says it could change the way residents see their service provider for waste collection.
