There is growing concern that the proposals would reduce the number of annuities pur- chased in the UK, with a corresponding reduction in the funds available to insti- tutional investors for infra- structure. As announced as part of the 2014 budget, members of UK defined contribution pension schemes are to be given more freedom to ac- cess their pension savings without having to buy an annuity or face heavy tax penalties. Adrian Boulding, at life insurance firm Legal and RESEARCH ROUND UP Top Netherlands water projects A brochure describing 35 in- novative water management projects in the Netherlands has been published. Wa- terinnovaties in Nederland (Water Innovations in the Netherlands) is a joint effort of the Ministry of Infrastruc- ture and the Environment, Rijkswaterstaat and the As- sociation of Dutch Water Authorities. Projects like the Sand Motor and Room for Rivers feature in the brochure, as well as water squares for cli- mate-proof cities, 3D model- ling for flood simulation and the Nereda biological waste- water treatment technology. Minister Schultz van Pension reforms and infrastructure investment General predicted, in an in- terview with the Financial Times, that the annuity mar- ket could shrink to between £4.4bn and £6bn once the changes had bedded in. However, pensions ex- pert Simon Laight at Pinsent Masons said most retire- ment money will stay in the pensions environment be- cause it has tax advantages. "Rather than buying annui- ties, consumers will look for investment solutions that provide a combination of income streams and capital guarantees for given periods of time, to cater for the early part of their retirement. Annuity providers will look to develop clever in- vestment solutions, or DIY annuities, for the burgeon- ing drawdown market - they just won't use the word 'an- nuity' in the product title," he said. Legal and General is one of six major insurers to com- mit to collective investment in UK infrastructure worth £25bn over the next five years as part of the 2013 Au- tumn Statement. Pension funds them- selves are also beginning to warm up to the low risks and potential returns of investing in infrastructure through the industry-backed Pensions Infrastructure Plat- form. "If the strength of the PIP and other institutional in- vestors to make investments in infrastructure has been weakened by the budget an- nouncement, then this pre- sumably raises the stakes for project finance investments from other sources: Chinese money, those banks which are still lending, other sover- eign wealth funds," said in- frastructure expert Jonathan Hart of Pinsent Masons. ● 32 Getting to grips: managing harmonics in electrics ● 29 Digging deeper: reservoir cleaning ● 36 Technically speaking: focus on supply pipes ● 40 Skilling up: workforce development Haegen hopes the brochure will inspire, prompt visits and lead to new knowledge, at home or abroad. "Innova- tive solutions are urgently needed in response to com- plex issues and constantly limited resources. Global so- cial issues like water safety, water quality, sanitation, food security and energy generation present us with the permanent challenge of finding smart and afford- able solutions," he said. Cost vs Scale A paper from the Department of Civil, Architectural, and Environmental Engineering, University of Miami, exam- ines how the economies of scale found for capital equipment are counterbal- anced by distribution/col- lection network costs. The paper, 'Review of cost versus scale: water and wastewater treatment and reuse process- es' is by Tianjiao Guo, James Englehardt and Tingting Wu.
