COMMENT eDiToR'sCoRNeR The Chinese are coming! WHILE THERE were undoubtedly one or two drawbacks to being an exhibitor at the IDA World Congress in Tianjin, non-Chinese companies taking space in the exhibition must have been secretly impressed (and perhaps worried) by how many companies from the host country were exhibiting their wares - primarily membranes of various types. This is a situation that is only going to mushroom. The days of the People's Republic importing non-Chinese desalination and water reuse technology are coming to a close, so, if you don't have a Chinese partner yet, now is the time to find one. The evidence is clearly contained in the country's Five Year Plan revealed a year ago and the recently published China Year Book Of Sea Water Desalination (2012), which is in both Chinese and English. As most sections derive from the Five Year Plan, they provide the reader with an overwhelming sense that China is going to not only construct a lot of desalination and water reuse plants in the coming years, but also that these will, before long, be built entirely with locally sourced technology. As the Year Book states: "It is necessary to understand the importance and urgency of desalination, seize the opportunities, increase strength of work, promote healthy development of the desalination industry and strengthen the capacity of the sustainable utilization of the water resource." In the context of Deng Xiaoping theory, the Chinese see this as a "win-win" situation balancing economic and social development with ecological resources and the environment to contribute to the sustainable utilization of water resources and China's HP-HEMI: Mega scale ERD and system control security of water supply. Considerable national resources are going to be put behind the industry to make this happen. New companies entering the international market outside China complain constantly that the conservatism of the industry is preventing them from bringing their products to market because they cannot obtain a commercial field trial to demonstrate their efficacy. The new companies in China will not have this problem – the next few years will see a marked increase in the number of demonstration projects around the country as it seeks to bring its equipment standards up to those around the globe. When they have done that, of course, they will be stiff competition for existing suppliers and look increasingly outwards. We live in interesting times!
