30 ALLIANCES 2019 Yorkshire Water is set to shake-up its delivery model for AMP7, with plans for a new 'Yorkshire Alliance' which will help it meet its ambitious 2020-25 targets; the line-up of partners for this has not yet been announced. The utility has used two alliances for AMP6 delivery: AGT, made up of AECOM and Galliford Try, is ap- proaching the end of its fourth AMP for Yorkshire Water and has been handling medium-sized treatment works, installation projects and large schemes. Examples of the work AGT has carried out in AMP6 include the £78 million upgrade of Blackburn Meadows wastewater treatment works, which included improvements to the storm overflow system and Don Valley pumping station, and the installation of a moving bed biofilm reactor (MBBR) system to treat ammonia at Tankersley wastewater treatment works as part of a £4M project. Morgan Sindall Sweco, also known as MS2JV, has been carrying out AMP6 treatment frameworks, providing asset management and engineering solutions. Works have included designing, managing and constructing the £17 million project to modernise Irton water treatment works, including installing a pesticide removal plant, and the £18 million refurbishment and upgrade works to improve the performance of the Saltend wastewater treatment works, including odour mitigation. For AMP7, Yorkshire Water is adopting a new procure- ment strategy, seeking to place greater focus on innovative and low-cost solutions, and is therefore looking at partnerships focused on strategic thinking rather than just investing at the delivery end. Head of procurement and contract management Andy Clark said in a recent interview that the company is seeking to move away from having "a small number of very high-value arrangements" in its efforts to drive greater affordability and innovation. In January, the company announced the appointment of Stantec as its sole strategic planning partner (SPP) in a deal worth £50 million. The contract runs for an initial seven years to 2025, with an option to extend it until 2030, and functions on an incentivi- sation model whereby Stantec is paid when an idea that it generates turns into a contract that can be delivered. Following the Stantec appointment, Yorkshire Water opened up the procurement process for its Yorkshire Alliance, which is expected to be worth around £1.1 billion over the course of up to 11 years from 2019 and consist of two Tier 1 partners. The company said the range of skills required will include reservoirs, raw water inlets, water treatment works, wastewater treatment works and outlets. Among other require- ments, Yorkshire Water said its Yorkshire Alliance partners must have expert design and construction capability that is proven across a wide range of high-performing infrastruc- ture sector clients; ensure safety and sustainability is built into every asset; support the development and delivery of low carbon solutions; demonstrate the highest standards of process safety; and enhance Yorkshire Water's use of standard products and solutions, offsite construction and modular build. The contract for the Yorkshire Alliance integrated delivery team is due to be awarded in April 2019, with the company saying it expects to see innovative thinking at the heart of the successful bids. While Stantec and the Yorkshire Alliance are set to work with the company on planning and the strategic aspects, Yorkshire Water plans to offer a larger number of contracts to the supply chain to carry out specific tasks, such as building a treatment works or laying a water main. To cover work not delivered by the alliance, the company has announced that it is searching for firms to join a multi-supplier framework for a £1 billion programme of civils and building work. The programme is being split into a complex civils framework worth up to £750M, and a minor civil and building works framework worth £290M.
