This article looks at the design, construction and start-up of what is now one of the largest seawater reverse-omosis plants in the world. THE VICTORIAN Desalination Project (VDP) has designed and built the largest seawater reverse osmosis (SWRO) plant in Australia, with a capacity of 444,000 m3/d expandable to 592,000 m3/d - three times the capacity of the Perth Seawater Desalination Plant built by Degr��mont in 2006. It is located on a 263 ha site, previously used for farming, on the Bass Coast near Wonthaggi, 132 km south-east of Melbourne. The innovative design of the plan ensures it is integrated into the coastal landscape (Figure 1) and the project includes a very large ecological restoration program through the creation of a new coastal park. The project includes: l 4 m-dia intake and outlet tunnels l A desalination plant using a design based on a well proven RO process l An 87 km, 220 kV AC underground power line l A two-way 84 km, 1.93 m-dia pipeline to deliver water to Melbourne and regional water networks. The plant will be capable of supplying up to 150 million m3 of desalinated water per year to Melbourne, Geelong and some regional communities with capacity to expand to 200 million m3 in the future. PROJECT OVERVIEW The Contract The VDP is a 30-year public-private partnership contract between the State of Victoria and the AquaSure consortium (Suez Environnement/ Degr��mont, Thiess Pty and Macquarie Group). The contract is managed by the Department of Sustainability & Environment Capital Projects Division (DSE) on behalf of the State of Victoria.
